Lauren Sterling
State Coordinator/Grants Manager

Lauren Sterling came to the Maine Governor’s Children’s Cabinet after directing the Kennebec County Child Abuse & Neglect Council from 1998 to 2001. In her management Children’s Cabinet, Lauren coordinates its various initiatives relating to its priorities to include LD564’s Bullying and Harassment Implementation, the Task Force on Early Childhood’s Steering Committee and Invest Early Team, among others, and manages the Department of Education’s 21st Century Community Learning Center program.
As volunteer co-chair for the Greater Waterville Communities for Children and Youth Coalition since 1996, Lauren lead the grass-roots efforts in successfully yielding over $2 million in local prevention funds to collaboratively fill gaps in services to include, but not limited to: The 21st Century Community Learning Center’s grant project, the One ME Substance Abuse Prevention Project; the Regional Juvenile Resolution Team program with four police departments, Youth Expressions, an after school performing arts program for at risk teens, a summer Shakespeare Camp for Teens, Music Mentoring partnering Colby student music mentors with area at-risk, and the development of a community-wide, nationally recognized college/community mentoring initiative in partnership with Colby College providing over 250 area children with one-on-one mentors each year.
Lauren is also the executive producer of Ugly Ducklings, the Documentary Film and co-developer of the Ugly Ducklings Community Action Kit that seeks to reduce the harassment of gay and lesbian youth in Maine and nationally.

Joan Martay, Lead Consultant
21st Century Community Learning Centers

Joan Martay has worked as the lead consultant for Maine’s 21stCCLC Program for the past two years. Before that time she served as Director for the Portland Public School’s 21st Century Community Learning Center grant for over four years. She has written grants and developed and managed multiple after school sites for Kdg-12 grade students. Joan hired, trained and managed staff and built a large network of collaborative partners and volunteers who partnered with the after school program to provide high quality programming for youth and families.
Joan has been involved in helping to develop and implement a Continuous Improvement Project for Afterschool (CIPAS) that assists in identifying current program strengths and in developing strategies for improving areas of weakness. For a number of years she served on the National Center for Community Education’s East Coast Regional Advisory Committee (ERAC). As an ERAC member she worked with after school practioners and State Education agency staff nationally, to strategize ways to increase the impact of after school training and technical assistance. Joan has been a participant and advocate for the Afterschool Alliance’s Annual Afterschool Challenge Event held on Capitol Hill in Washington, DC. She has met with members of Maine’s delegation to inform and advocate for additional funding for after school education.
Joan has also worked for years as a counselor and organizational development consultant providing consulting and staff development training for schools, hospitals, businesses and non-profit organizations throughout the country. |

Linda Huber, Consultant
21st Century Community Learning Centers

Linda Huber has been the Director of After School Programs for the Sanford School Department for the past 2 years. She began the Kids Club Afterschool Programs when Sanford was awarded a 21st CCLC grant in 2004. Linda has managed and developed educational support programs for youth and families in Sanford for over 12 years. Specializing in non-profit management, Linda has successfully written grants, hosted community events, and raised funds for a variety of school programs and non-profit agencies.
Linda spent 3 years as the executive director of the Parent Resource Center developing support groups for new mom’s, positive parenting classes, and professional development training for on-staff social workers, family support specialist, and college interns. She continues to offer professional support as a volunteer advisory board member.
Prior to that, she worked for more than 6 years with Southern Maine Parent Awareness, managing multiple state funded contracts, organizing fundraising events, and providing resource support for families who have children with special needs.
As an active community volunteer, Linda chaired a committee that hosted state final band competitions for 3 years in a row brining in more than 5000 people at each event and implemented a successful 2 year campaign to purchase new marching band uniforms. |
